This is a wheel bug, a member of the assassin bug family. They are generalized predators and will eat just about anything, including Japanese Beetles. It injects a poison into its victims, but that poison means humans don't want to mess with these critters either. I suppose this one is taking advantage of the broken sunflower's sap to attract lunch.
