This ring must've been used for or maybe as a handrail.
THat other thing on the right is an opening where you can see through over Vienna. It's at the end of a straight path from the first spiral staircase to the room where the old Pummerin was hanging in earlier days. On that other photo you can see that little stairs leading down to todays location.
