Fortunately not, because this photo was taken at a SAR (Search and Rescue) event in Flushing, Zeeland, The Netherlands, held on August 15th, 2018. It was a pity that the weather conditions for photography weren't optimal.

I also want to note that there's no blur on the bottom of this photo. It concerns the 'downwash' of the helicopter, however: the powerful air flow caused by the rotor of the helicopter causes the sea water to spray and rises to the helicopter.

Right in the background you can see a drilling rig, often the work area for those involved with SAR activities.
