A Manic Monday (M²) contribution?
I don't think so, as it's an artwork created by the Colombian artist Iván Argote on the occasion of the 'Triënnale', an art-festival held in Bruges, Belgium.
It's situated in the 'Speelmansrei', a canal trough Bruges, and got the name 'Who?'.
Argote placed his bronze artwork on top of the reflecting water, simulating that the boots are walking over the historical veins of Bruges.
