I know noon is not the perfect time to shoot photos...yet I always seem to end up somewhere at noon with opportunies galore. Now...what is the adjustment for this? A filter or 2?
I think the main reason people dont like shooting at noon is generally colours look flat and shadows tend to be a little harsh, a polarising filter may help slightly to saturate colours a little (or using photoshop or the gimp although doesnt usually look as natural in my opinon) dont think theres any filters that will help with shadows though... hope ive helped...
with the little toy camera i'm stuck with for now, i've found that higher shutter speeds, and tighter F-stops can help alot...i'm not exactly the one to help you with post-production work tho..sorry

what you describe is the plight of many a would be tourist .. stuck there at whatever time + won't be back anytime soon ... and have to make the best of it
unfortunately .. I have no money for travel or toy cameras .. so I cannot help you
keith...this cam of mine was purchased for the paltry sum of $169 in april of last year...andd i'm wringing every last cent out of it until i'm ready ($$) for a desperately needed upgrade..

I use those bright high noon shots to get up close and personal with my subject matter...macro's a great way to do that G!! Try lotsa angles on the take and hope you squeeze out some color at least. A few tweaks in PS and you're good to go!! Or, move indoors for some snappin' action. 8~)

On the same subject...is there a differance if you take pictures early in the morning or in the evening (when the sun is at the same angle)...azimuth is the word?

might be brighter later in the day, but the air temp would be higher, and humidity might be thicker, thus changing say...a long distance pic? ( educated guess...dont get all bent if i'm wrong)

So, your saying, the heat would cause some light bendage (yes bendage) causing a picture to be unclear...maybe also the smog increases as the day progresses? Or there isnt that misty fog hovering around?
I'm going to search google and let you all know if I find the answer.
It depends on what type of photo you are taking. I find noon is good for macros because the subject is so well lit, but maybe not so good for landscales as they tend to look washed out.

morning and evening are going to have the angle of the sun opposite obviously, so say you are shooting through a valley or something the sun might be hitting the side you don't want it to hit durring the evening but hit the right side durring the morning.
