Some people use something called a "camera." It's a pretty neat invention that i still have no idea how it works. =P
Photoshop, Bryce, Terragen, and Apophysis are the normal programs.

Making wallpapers only takes imagination. Well, and lotsa time and maybe a camera and/or PC. Caedes.net offers artist to express themselves in various formats; from pictures to fractals to manipulated images and computer generated landscapes. Browse though the different places here and you’ find a plethora of information on what to do and what not to do. Master Caedes gave you a great link which you should survey; perhaps a program like Apophysis would be up your alley…making fractals. If you have a camera, take some shots and post them and people will comment on them…good, bad or ugly. We don’t get a lot of ugly, but, you’ll gain tons of knowledge which will further your own works.

welcome to caedes, eric. wallpapers are basically any image that you use 'decorate' you screen, so it can be a photo, or some other artisitic endeavor. try this... right click on an image, and select "set as desktop background'... voila... you have a wallpaper..

Anyways, apophysis is a good free program to start out with. You might want to try it out.
