When trying to create an icon, I have used photoshop to reduce an images to the 60x60 pixel requirement, and set the jpeg compresion to the highest possible setting. For some reason, the file sizes are always much higher than the allowable 5kb (usually around 12kb)...some advice on how to properly create an icon would be much appreciated!

use photoshops save for web option - file sizes are always lower that way

When you set the compression to the highest setting it is not using the most compression, it's using the least. That means that the file will be large. Try compressing with a jpeg factor of 8 or 80%.

I was setting it to 1(I had meant that it was set to the highest compression - the lowest numerical value) and they were still far too large, Phil suggested using the "Save for Web" function. Got it all working now. Thanks!

I would suggest using imageready rather than using high compression in photoshop. My Icon is 7 frames, originally 25k, I was able to reduce it to 4.8k without noticable loss in quality using image ready and playing with colors, compression, and loss.

Personally, I think food icons should enjoy sharper resolution and a much larger than 60X60 pixel size.

The easiest way to do it, is to copy the image to MSPaint, and the save as JPEG. MSPaint gets it to as small as it can get it :D

This is not true, paint creates jpegs at exactly medium quality, equal to quality setting 50/100 (using progressive format) in imageready or 5/12 in photoshop using progressive. It would probably be 3/12 using baseline format with no optimization, still leaving room for file size improvement. Agree tho that pbrush is good for a quick format change, just doesnt create the smallest jpeg format file size

paintbrush also saves at a default 85dpi

yeah its good for a quick format change, I used it sometimes to save screen shots quickly.
