Hey Jen,

First, this is a good site to bookmark and check back on for Free Photoshop-compatible Plugins:

thepluginsite.com

Now then, frames:

photoshop-filters.com - free frame 'filters' as well as, other effects.

freephotoshop.com - this site links to various resources that can be used with Photoshop, some are in reference to framing or border treatments.

That said ... it is always a prudent move to do a google search on whichever one you are considering using, in efforts to find some reviews of the software.

The sites listed above are reputable.

And lastly, here is a link that takes you to an online video tutorial to create a frame within Photoshop yourself.

Photo Frames in PS - Video tutorial

I am sure that if you were willing to purchase, there is software out there that would accomplish all of the above. Remember, google is your friend. :o)
