Do you mean tilted?
If so, I use Photoshop or PaintShop Pro which aren't free.
But Photofiltre is free and should be able to do it. You can download it from www.photofiltre.com (under freeware).

Gaeljet - In order to help you, you need to clarify what you are trying to do. What are you trying to fix in a titled Photo? is your photo tilted? or are you trying to work with a tiled photo? There is lots of free software, and each one is capable of doing one or two things well. Are you trying to remove a title? Is this your own photo? A little more info please.
