i really like macro photography, but the lens that i use at my school really doesn't let me get that close(im still in high school, im a senior). Does anyone know where i can get a better one, but cheap?

Also, im looking for a decent camera, around the $300-$400 range, if anyones selling one.

I suggest that you get the camera first then look for a macro lens to suit it.

If you want a good price on a decent macro lens you will probably have to get something second hand, but I syill don't think it will be "cheap". I paid $800 australian for mine, although it does have autofocus; maybe you would save some money by forgoing that. If you do get something second hand just make sure there are no scratches on the lens.

Unlike camera bodies which become cheaper as they get older and are superseded, lenses cost depends on the quality of the glass, so a good one is probably always going to be expensive.
