I was just reading the comments on thepiratebay, when i saw a commenter claimed that his 90kbps is slow. But i've been worse. My fastest torrent download speed is 20kbps which rarely happens. The usual speed i get is 5kbps. Come to think of it, maybe my ISP sucks. I took the speedtest.net, download speed is 0.6mbps while upload speed is 0.2mbps. When i read the comments on demonoid, the commenters display their screenshot of speedtest. Shockingly, their download speed and upload speed is 12mbps and 2mbps respectively (speedtest shows that he lived in New York). What is happening? can you tell? I live in Malaysia and currently using streamyx on 1mbps subscription, ADSL connection. Can you show your speedtest result?
And you might have answered your own question, so to speak, in making mention of the use of P2P application(s); as noted by one of the items listed in the above. Namely this one:
"12) Disable P2P application."
I would suggest trying all of the above noted suggestions (not just disabling P2P application(s)), and then doing another speedtest for comparative purposes.
My internet is High Speed Internet Standard:
Download speeds of up to 14 Mbps.
Data transfer capacity: 60 GB per month.
Now how about this package offered by my cable company; High Speed Internet Ultimate:
Download speeds of up to 50 Mbps.
Data transfer capacity: 150 GB per month
So my subscription is 1mbps. But i've never get 1mbps. The fastest from streamyx is 4mbps. While the fastest for jaring is 10mbps. But the fees are RM268 and RM1499 respectively. That's insane!!
I live rurally, with no hi-speed currently available, so I have an all-you-can-stomach dial-up plan for $10(USD)/month. If I absolutely have to go fast, I lug the notebook to our public library for WI-FI (free).
It would appear though, that your posted speedtest is somewhat acceptable given your current subscription.
Download speeds of torrents is not an accurate indicator for the reasons listed above. Streamyx is most likely capping things there or throttling torrents.
"What throttling is is that ISPs have a Cisco based box that checks packets that are sent from your computer. If the packet is considered to be a torrent packet, the bandwidth is throttled, or lowered drastically. It creates a bottleneck type effect on your torrent."
A couple of things that might be of interest to you:
A small utility that measures download and upload speeds and overall bandwidth usage. Statistics hourly, daily, weekly and monthly can be viewed. Amongst some other stuff.
Use Pingtest.net to determine the quality of your broadband Internet connection. Streaming media, voice, video communications, and online gaming require more than just raw speed."

Now what type of connection do you have? Fiber-optic? Satellite cable? That's the fastest I've ever seen. Faster that i imagine that would possibly unimaginable.
