There is a free version of Photofiltre; found here . However, it does not support layers.
There is also The Gimp , which many consider an excellent and free alternative to Photoshop.
You may also want to look at the Suggested Software pages here at Caedes. And, click the "other software" at the bottom for lots more!
And, while you're at it... this one Photoshop-aholic , with suggestions/tips from Caedes members that can be applied to a number of photo editing programs.
I use Paint Shop Pro 8 (I tried to upgrade to 9 but the tools were taking to long to load. I need to upgrade my computer first.)
It's been a little difficult trying to "translate" some of the tutorials, but I can usually get decent results.
You might find this Photoshop to Paint Shop Pro Dictionary helpful, but just because there's an equivalent doesn't mean it works the same way.

I used a jacked copy of psp 10 for a long time. I got lucky and happened to have the money to buy a legal copy of the new paintshop when it came out a few months ago. I'm running against a double learning curve though. Brand new paintshop and brand new higher end camera. I'm constantly learning something new and promptly forgetting something else. Like there's only so much room in my head and it's overflowing...
I tried Gimp at a couple of points. I can't get it to do a danged thing. My biggest problem is learning how to work with Layers. I'm hoping that the online high school I'm signing up for (yes. I know. Get my dang piece of paper.) still has the photography class that maybe might teach me what I need. I've looked at tutorial after tutorial and can't seem to get it.
Just looked at that dictionary. That's WONDERFUL! Now maybe I can understand some of that Nik tries to tell me on how to do stuff. lol
