If you see this happen, we should PM with a link to the image. However, I would be very surprised if this actually happened. How do you know that the image was already in the "main" galleries?
I have had this happen in the past, where I will have a voting request for an image but also a notification that it has been promoted. I think you get the voting request first but if you take to long to respond someone else votes on it instead but your old voting notification remains in your jobs?
Sometimes I want to see what shots are in the main galleries and after that I see that I should comment and vote for some shots that I already saw in the Main Galleries. And I am not late with my voting, so I think that there is no need somebody else to vote instead of me. But that's OK, I don't see that as a problem, I only asked and wanted to know. The voting members of the art council are picked weekly from the pool of members who have been nominating images or voting on the images (art council voting). If you haven't received any images to vote on, that just means that you weren't picked the last time the members changed. You can improve the chances of being picked again by carefully nominating only images that you are pretty sure will be approved by the art council.
