Came across a freeware RAW editor, namely that of; "Raw Therapee".

Looks quite powerful and the interface is similar to that of Adobe's Camera Raw.

As well, there are a couple of other programs noted in the comments section on the above linked page that might be worth investigating if you are looking for a freeware RAW editor.
