LOL. Well Otaku - there is a lot to photoshop7. It guess it would all depend on what you are going for. I would just suggest figure out what everything does first since there is so much to it. (I'm still learning.) I first played with the gradiants and the brushes and stamps. It kind of escalated from there. I think you will have to specify what you want for us to really help you here. lol.

yes, Tracy is right, I used it for 3 years and I can't see the end of it!^^.
a good way to learn the different possibilities would be to take several random photos on the net and modify them, see how the different filters and mode of fusion works. to play with the colors and the contrast.
Also there's several web sites with tutorials who can help (with google you can found a lot of them). I know it sounds boring but it's a good way to learn the basics.
And, yes, what type of image do you want to make ? Abstract or photos...
You can use your terragen render too for bases in photoshop... modify them..

Well, you can get plug-ins, like KPT5 that generate fractals in photoshop, but I don't think photoshop itself does (unless I've just missed it). To generate a fractal, get a fractal program. You can always post-process it in photoshop. I quite like Ultrafractal.

Photoshop tutorials:

http://www.grafx-design.com/phototut.html (scroll down for links to many tutorials, some are even quicktime movies you can watch -possibly a bit too simplistic at times, but they work)

a good free fractal program is tierazon, it can make some really neat ones and it is soooo simple to use (after all, i figured it out).

Just go to my website - Fractalsgalore . It's not a terribly good site (in fact it's appalling, not least because I never update it) but it does have some fractal programs to download, including Ultrafractal & also Sterlingware (by the same guy that wrote Tierazon).
