For 3D images xenodream is a stunning programm! With a tutorial that helps you to begin and lots of examples incorporated. xenodream.
Fro framing, you can take psp or photoshop trial version and see if they do what you want them to do. :0))!

Frames, you can use whatever you like.
As for 3D images, Bryce 5 is relatively cheap and despite what people say i find it easy to use. PovRay or Blender are more complicated but free - though I have not really used these latter two.
