I know that each time you edit and save a photo it loses quality. What are the steps to use; Crop, adjust colors, saturation, sharpen, reduce noise etc. What order do you use to maintain the best photo without losing quality?

As long as you don't save it between steps, cropping will not affect the quality. As soon as you start adjusting the colors, saturation,noise level, etc. you are going to start losing information from the original image, so it is best to do as little of that as possible, and don't save it in a lossy format.
