Notice he said "organizing", that to me would indicate that they are and / or were unorganized at one point.

I can see it now...*caedes with his 200+ ballots loads'em in the back seat of the car and heads on down the highway. ~what's this? a nice day with the sun shining and the birds a chirping!~ He hits the button on the convertible and whoosh, next thing ya know...clean up on aisle 3!! That's where he's been lately...back 'n' forth on old highway 5 picking up all the ballots.
