Well - that would depend on what kind of fractal you intend to make - modern fractal generation programs seam to be less and less concerned with creating true mathematical fractal patterns and more so on aesthetically pleasing patterns. If that’s what your are after then the Apophysis software seams to be the way to go.
Don't do it unless you live alone, have no pets, no job and no life as it's very addicting and once you start you can't stop...just ask my wife and two kitty kats. They sure do miss me.

I use mostly ultrafractal, it is not a free software,but it is so much fun. You can have Fractal Explorer or tierazon, those two are freeware. See links below:

How do you make a mathematical Fractal? Like using the mathmatical stuff to make a fractal? I'm quite curious on how to make these images, so I'm doing a project on it at school, but most of the books I read are confusing....
