In 1944, the Nazis in Hungary rounded up Jews and Romanis, made them take off their shoes, shot them, then threw their bodies into the Danube. This simple monument memorializes that awful incident. The Hungarians have done this quite well: no big signs or outsized plaques, just the shoes. Quite moving and appropriate.
