Bruce, a perfect photographic find. It hasn't the nowadays required safety measures and it's too large for my lawn as well.
Would be a good item for a agricultural museum, where it couldn't do any harm fysical anymore, Buddy!

Looks like the heavy duty brush cutters of today, used by people for chopping down thick weeds, bushes, reeds, and even saplings. My brother-in-law had a lake cabin years ago, and would rent one to clear seasonal growth and expand the yard around the cabin and along the shore. It cut be set to even tear into the soil, removing some the roots as well, and leaving bare soil that he would then plant with lawn seeds. These monsters were built for the heavy jobs. What I see quite different here is the hose that runs from near the top, beside that light (?), down to the ground in front, possibly using water to help loosen to soil, or possibly to add insecticide to the clearing. It's a cool shot, Bruce~~I love the lighting and slightly bleached color~~but I think I would have cropped a little from the top and the bottom, for a landscape orientation.
