My late husband worked in Water Quality, and this situation would have never happened in our city, where testing of the surrounding water supply, tap water and monitoring of local business disposal practices happens on a daily basis and, especially, right after it rains.

Workers are on call to check local rivers and to go down the street drains after it rains...even if it is in the middle of the night! My husband was the radio contact on the surface as a safety measure for these workers.
