Birds are often able to control their crests, and crest position can be an indication of its emotions or stress. In this case the cardinal can raise or lower the crest for a courtship display or to show aggression, dominance or submission. With his crest down, as we're seeing here, I'm guessing he wants his prospective mate to feel safe. He basically saying "Hey, I'm a nice guy!"
