Normally I can tell by the colors if it's a sunset or a sunrise. This one's tough, probably from thin clouds off-frame to the right, diffusing the light coming in from the sun. This could almost be in my state of North Dakota. A number of years ago, a North Dakotan by the name of Wayne Gudmundson took a series of photos in both Iceland and in North Dakota, prompted by the memories of his Icelandic grandfather, creating a photo exhibit of both locales (follow the link and click on "Photographs" at the top of the page). It was interesting how similar they were, although many of the Icelandic images contained very craggy geological features like the ones you've captured here. I like how the perfection of the fence line and road contrast so well with the hills beyond. The harshness of the winter 'scape and the coarse hills are balanced with the soft light. Exceptional in it's simplicity.
