Well, the poor quality is mostly due to the snow. If you look closely most of the graininess is actually snow falling. Althought, thanks everyone for all your comments.

Hey this is so cool, my favorite part of the day is the time of day you took this picture( I'm assuming) it's right before the sun rises (or sets) and everything turns blue.Once in a while I'll stay up all night just to see it because no one is up so it's calm and peaceful because and it makes the world seem serene and untainted, even if only for a few moments.You're picture captures that exactly. Thanks so much, and please don't think I'm a dork. And I also live in south florida...trust me you DON"T wanna trade, one winter here and you'll love snow forever.
No, it was just taken regularly on a digital camera. No filters or anything, and no post-processing, this is as i was taken. =) Also, thanks all for your comments.
