Chris, think it are muskrats indeed. In Holland (and possibly other countries laying below sea level) they pose a threat as they are digging holes in the dikes. In Belgium they are called 'waterkonijn', which stands for 'water rabbit' 'Think your image make clear that the Begiums are right.
