The Eastern Scheldt Storm Surge Barrier, called 'Oosterscheldekering' in Dutch, was designed to protect the (southern part of the) Netherlands from flooding. For detailed information about this nine kilometres long Storm Surge Barrier, please check-out this link and/or this link.
This image shows the southern part of the barrier. You can see that the seawater is flowing very fast through it. Boats are not allowed there, because it's too dangerous.
