This is a small 'maritime parking lot', lol, in the centre of the town of Middelburg, Zeeland, the Netherlands. Parking (mooring) at the small jetty is only allowed for a maximum of two hours, so giving the skippers who are passing Middelburg, the opportunity to do some essential shopping (nearby are a lot of shops and a warehouse for watersports goods).

My answer: "I have asked the harbormaster. Theoretically, there is the possibility of a penalty, but that has in practice never happened, because, as he says, boaters know very well how they ought to behave themselves." lol.
