It's the beach-pavilion 'Panta Rhei' in Flushing, Zeeland, The Netherlands.
'Panta Rhei' is a saying reflecting the thoughts of either the Greek philosopher Heraclitus or Plato or the neoplatonist Simplicus. It has the meaning: 'Everything flows.' (nothing stays the same). It's however not clear to me why the owner of this beach-pavilion has given it this name. More important to me is that you can buy a refreshing drink there, especially on hot summer days after or during a beach visit, lol.

It is a good thing you provided the link to your pano because I was baffled about where I had seen this before. It looks like the perfect place for a nice cold one on a hot day. Well done Cornelius.
