Your title had me wondering if I was going to actually see a cow and a windmill together, lol...a delightful little windmill surrounded by the pleasing greenery...there is a happy feel about this scene...nice one, SEA.

Utilizing that device on the far right of that "balcony", that looks like a long-limbed sprocket, is this something used to swivel the top section of the mill and its blade assembly?

That's right, 'Nik'. Taking into account that 'The Cow' was built in 1736 (reconstructed in 1909), at that time there were no possibilities to automatically turn the blades into the proper wind direction. This done by hand by using the by you already mentioned 'steering wheel'.
