It's not what it looks like, so it's not a Manic Monday (Mē) contribution, showing that someone has become crazy by parking his/her bike this way. It's an attention grabber for the Dutch 'Ride for the Roses' event (the last time that it took place was on September 15th, 2019).
The 'Ride for the Roses' event is a yearly returning cycling event in order to raise money for the DCS in order to fight against cancer.
PS 1: DCS stands for Dutch Cancer Society, a society committed to fight cancer. Hundreds of individuals each year organize fundraising actions for DCS, like the 'Ride for the Roses'.
PS 2: the capital letter 'K' on the flag stands for 'Kanker', dutch for 'Cancer'

In Hamburg they do such things to on the Alster lake. Thw colours really stand out against the background.

This would definitely draw one's attention. I see there is someone on the the top of the Steeple with a gun. A good post for Manic Monday.
