i think you have a good idea and the start of a nice interesting shot. even though you are trying to show the bay, you should pick out a certain object (focal point) and make that your picture. you actually focused on the middle of the scene,(the water in the middle) that is where my eye went, and there is nothing there but water. i don't mean to be mean or anything but maybe you can learn from this shot.

Overall it is an okay pic. Like photog said, the focus is on the water and attracts the eye to a part that is just water. I think it's slightly tilted to the right. I think it has some very nice scenery though.
As people have mentioned, you don't really have a focal point in this picture. Here are some tips that might help you in the future :)
1. Perspective is everything. In this shot, I would personally have gotten down on one or both knees and taken the shot with the chair in the bottom right corner, giving the viewer a "looking out to sea" perspective.
