I loved this building but I have no idea what it is. Does anyone have any idea what this building might be? It is in southeastern WA. What are the pipes in the wall?

Interesting sephia. From the building style I would have expected to see it in the southwest. It looks like an old spanish style building to me.

From a bird-woman's perspective - it seems to me those are some sort of perches in front of the openings - perhaps for pigeons ? Maybe Homing or Messenger Pigeons?
I like the sepia tone as well. Also a black and white shot of this would be interesting. Please let us know if you do find out the mystery behind the building!
