Well it's blurred, probably because you were holding the camera in your hand and the camera shutter stayed open long enough for your hand movement to blur the light across the image, like when you wave a light in the dark and your eyes sees a long white line. But it actually works pretty well in this photo, you can see that plenty of people have downloaded the photo, which says they think it looks interesting. The blur has given the image a kind of "reality tv" quality and it has also helped hide the grain a lot. You got an interesting angle in the photo, the angle of the bridge in the foreground is much more interesting as it is now, than if it went straight up the middle of the photo and you got a pretty good balance between the darkness, the buildings and the water reflections (rule of thirds again.) In focus is generally better than out of focus, you're right about that, BUT,sometimes an image works even when it's far from perfect and this one seems to be one of those images.

Wow, that was quite a lot of information from Mikel. One thing I try to do when steadying the camera for a shot is to hold my breath while I depress the shutter button. You can also brace your body against a tree or something or hold it very firmly with both hands.You can also set the camera down on something firm like a fence post or a rock and depress the shutter button with the camera that way. It isn't always easy and the other elements of this night shot are good as Mikel said.

Another trick I use is setting the timer - then I don't move when I push the shutter. Night shots are hard. I'm sure you'll be inspired to keep trying!
