Presumably Emerald City's red-light district? Fantastic design and lighting here, though I feel the throne should be lit a little more brightly for Oz.
I'm afraid whatever you fed Toto before must have seen him off, though, or you'd have seen through the spell-binding here by now... Or is that why it is incompletely Emerald? You've taken off the coloured glasses!
