This is a section of the bridge connecting the locks & Dam #15 to land. This piece will swivel in the center rather than raising to allow boats to pass under it. The Government Bridge or Arsenal Bridge, as it's called, in the Quad Cities is one of only two bridges in the world that turns 360 degrees in either direction and it is powered by an antique trolley motor.
