The higher the swirl the better, it should nearly reveal what is worn under the kilt ..

People are like cameras--sometimes they lose focus.
I have also heard that nothing is worn underneath but have never had this personally confirmed for me...I shall pay more attention in future to such wearers of the kilt, hoping for the 'higher swirl' and a good strong wind, LOL...meantime, a (ahem) tantalizing image.
