Rob, the ISS is under joint control of several nations, once the Shuttle stops flying to it - ESA is committed to continue there 'space truck' automated supply vehicles and Russia will do the same as well as being solely responsible for crew transport. This has been the case though for most of the ISS's lifespan though with the shuttle serving mainly as transport for construction materials.That just makes it all the more laughable about how magnanimous Obama appeared to be by extending the stations lifetime. He has no authority to decide arbitrarily anything to do with the station without majority agreement from the other partner nations.
It's also worth noting that the Roscosmos has committed huge resources to the program and, were it not for them, the program itself would have been scrapped a long time ago because of the extended periods of inactivity in the shuttle program.
