Oh this is a clever one for the contest, I'm guessing some kind of rocky bottom, with algae growth. tigs=^..^=

John, it could be a submerged or a temporary (ebb and tide) submerged part of rusty iron, partly covered by algae.
Please notice that I've said 'could' above, because I'm not sure (at all, ☺).
