It's spooky, Rob, but I do see several things it could be. It looks like a figure of possibly a man with his shoulders and the top of his head illuminated, but than the item on the right side of the head could be a spoon and that is not a head, but a sundae or sorbet. Then again, it could be wet ice and snow! lol Had me think about this one.

As Cindy said, it could be a spoon near its head, but my guess is it is two hairs standing up as it/he/she has a cowlick that is not under control. It's interesting I'll say that.
