Referring to Sandi's question above, think there are some possibilities. My estimate however is that they are talking about girls, politics, and/or the threatening situation just before the outbreak of WWII. A question without any answers, because the in this photograph depicted persons are probably passed away meanwhile.
The well dosed and perfectly done colorization, makes this, in contrary with the original B&W photograph, to an intriguing one, because the colorization may do us think that's a recently taken one, and make us still curious where the gents are talking about.

Now, without reading your narrative, Rob, judging this photo by the hair and clothing styles of these young men, I would have placed the time frame as the early 1960s, since they resemble extras in the Beatles fun black & white film, A Hard Days Night. That being said, in this case it is most likely the perfect facial coloring you have applied that threw me off; I am usually pretty close when it comes to figuring out time frames for these gems you keep finding. I suppose another consideration is that these guys were just ahead of their time, but as C said, if these two are both still alive, they would be about 100 years old, with white hair (or no hair), and a definite need for polarized shades after their cataract surgeries. I speak from experience. [oP
