It reminds me of a flap on the old time sailors uniform Rob. If the photographer was C.M. Bell, then it was before 1893. I think the flaps on most Sailor's Uniforms, were mostly blue & white. Perhaps it varies from country to county. That is something I bet SEA will know.

Referring to Tick's comment above: Tick is right when it comes to the original colors of this 'naval' uniform, but to me, Rob has used his artistic freedom in the most optimal way to achieve a charming and very attractive portrait. The contrast in colors between the swagger collar and the (literally) blue eyes of this female 'sailor' (😁) is striking now! Great job again. S+F! Thanks, Rob!
