the little bird was sitting on the fence dividing the haves from the have-nots, the public from the private, the...I won't go on... I'll just say that I was on a public walkway to a public beach and on the other side of the fence was an exclusive area of posh condos and a private beach...

Oh, I don't know.. he looks like he's just enjoying the view..he looks well nourished to me and perhaps he's envying the birds who seem to be "free" while he lays around the pool in the lap of luxury..great commentary and a lovely shot :)
