Not familiar with this color of coneflower but the red color caught my eye in a garden in August.

I'll have to take your word for the unusual-ness of the flower. Clearly someone is trying to mess with our heads, I would hunt them down but wouldn't know where to look. Though starting in a flower garden would seem to be the obvious place. Maybe rough up a few florists and get them to talk. You can be the bad cop.
