John, I'm very sorry to tell you that there really isn't anything you can do. Your only shot is to check with a Pre-Press Service Bureau and see if there's anything they can do - they'll have access to some rather expensive software that allows you to blow images up without losing quality. Even still, with pictures as small as the ones you're describing, there may be nothing that they can do.
The original amount of data captured at that size often isn't enough to fill in the gaps that are not noticeable at the small size it's intended for, but are very noticeable when enlarged. A service bureau (or some digital photography pro labs) will have software that will try to "interpret" what's missing and extrapolate that to fill in, which may or may not work well, but that's your best shot.
I'm sorry to say that I don't have enough experience to tell you whether or not the software will be able to help, only someone who is familiar with using it will be able to. If you take them to one of the two types of places, you can ask them for an evaluation before committing any money to it.
Also, if I wasn't clear before, they won't sell you the software, they'll use it to modify your images as you request for a much smaller fee. Best of luck, I hope it works out for you.
thanks & warmest regads
