This is the kind of picture that begs a story. In my mind the red face of the tradesman gives me a starting point. He has made a series of offers to the young man, who having played the tradesman on simply laughs and wanders off leaving the tradesman irritated, but unable to show that irritation since that might frighten off other prospects.
