What a shot. I know to some it is just a child running, but you had to pan and time the shot so well to get this. The motion blur of the background and the freeze frame of the child work so well. The B&W background makes it look slightly false, to me anyway, and is probably unnecessary given the blurred background. You could almost go full B&W and still have an image with impact. Good composition too.
As Chris said, the pan focus on the boy is the key to the success of this photo. You've caught him in an unguarded moment, allowing us to see his true enthusiasm with no "hamming" involved. Having only him in color adds so much and puts the emphasis on him and that brilliantly clean hat. Even the angle of the shot works well; We can see that his shirttail is hanging out, indicating that he's been on the go for a while before your shutter captured him, but even though he's been quite busy, that hat is important enough to him to keep it out of the dirt and clean... a tough job for a little guy.
