Gulls such as this have reportedly been known to drop shells onto hard surfaces to crack them open. Haven't seen that yet but would much rather spend time on the beach than the parking lot. The bird pictured is from Race Point, Cape Cod, MA USA.

Paul, along the coast where I live, a paved (concrete) path has been made for walkers and cyclists. People who cycle there often suffer from a flat tire. The cause of this is the seagulls. They pick up the oysters along the coastline and fly to a certain height with the prey in their mouths. Then they drop oysters right above the path, shattering the shell. It's then a breeze for them to consume the oyster. The broken oyster shells are left behind then and do what I just told you.
Judging by your photo, this usage is universal. You visualized it perfectly with your photograph. Something I hadn't thought of myself yet.
