A fine composition of this stately subject material. I'm curious about about the heavy noise/grain that appears to be layered into the sky area, and curious is the key word. It certainly doesn't hurt the image, if that's the effect you wanted. Removing the noise changed nothing in the tonal range but smoothed the overall effect.
The noise in the sky is an unwanted side-effect of my applying a solarisation effect to the picture. The original sky in the scene was just plain white.
While I like the composition overall, there are small problems that bother me. It seems to lean to the right a bit. The darkend sky makes the building stand out, but it doesn't extend to the actual horizon (under the trees). The edges of the croping are harsh (especially to the right of clock on the building's edge), where a blended edge would make it appear more natural. Running the image through Neat Image cleans up the graininess in the sky.
A dramatic image! I like how the coolness of the white contrasts with the warmth of the yellow stone. I do sense the lean noted above, to which I am sensitive, but everything else about this photo is very appealing.
The rework is very interesting, giving to your picture a dramatic atmosphere. The curves made by the pavement and the fence is also very artistic. Anyway, it's a very great job.
