Spring or recovery? The quote that "The green-shoots of recovery can be clearly seen" was made by the British Chancellor of the Exchequer, Norman Lamont during the recession in the early 1990's.
Of course Spring is on the way. There's not a cloud in the sky and today the temperature here hit 16C (60F)!! How good is that?
